Harness divine power, how does it work?

Looking over the Harness divine power optional feature in Tasha's, I'm wondering how it works?
The way it reads to me is that if you spend your channel divinity you can get back on spellslot of 3rd or lower level. And then it says you can use this feature up to 3 times per long rest at lvl 15. The paladin only gets one channel divinity per long or short rest, and to me this seems a bit hampering. If you only take one short rest during the day you can only use this feature 2 times per day which seems a bit "meh".
Is it just me that find it a bit odd? Or am I just not understanding how useful this is?

It's not hard to squeeze in two short rests into a full adventuring day. Most people want lunch and dinner breaks.
The main use of this is to give you a fallback use when your Channel Divinity just wouldn't be useful. On the one hand that's more likely to be true for clerics than for paladins, but on the other hand spell slots are a scarcer resource for paladins.

Yeah I know you most likely will have more than one short rest, it just seemed a bad descicion to base it of off that to me.
Paladins spell slots are scarce resource and it would have been nice to have the ability to regain 3 spell slots with one use of your channel divinity. Keep it so that you still can only do it once per long rest, but not dependent on having to use 3 channel divinity.

The game assumes 5-6 encounters per day. At that pace, two short rests, which would also for three uses, is quite possible.
And anything that gets you more spell slots (aka smites) is a good thing. There’s nothing that lets a barb rage an extra time, or gives a fighter another action surge. -

That's a little disappointing. I wasn't aware that it was a Cleric Channel Divinity too, so I thought that by spending 1 CD you got up to 3 spells slots, 1 per turn, using your BA at lvl 15. As a Devotion Paladin with a +3 magic weapon, I haven't used Sacred Weapon in a long time!

It's a fallback option to let you get some use out of your channel divinity if you come to a short rest and hadn't used it yet. It's mostly helpful for paladin oaths with weak or overly situational channel divinities, like Oath of the Ancients, so that you have at least some reliably short rest resource. It isn't meant to be your primary use of channel divinity. The daily limit is for games where short rests are easily available between any combat, so that low level paladins aren't out-spellcasting wizards, druids, and bards.
Again, it's a fallback, and a welcome one, it isn't meant to be a primary gimmick that you build around.

No, it's an additional option for channel divinity, it doesn't replace any existing options.

If this is a paladin feature then i could see it being immensely useful. Most people i've played with who play paladins have rarely used their channel divinity features, so using it to get an extra 3rd level smite is quite a good thing considering they get their spells back on a long rest. Being able to do that 3 times between long rests is very beneficial to paladins.
